CIDCO with the advice of cow has decided to implement the project through Town Planning Schemes (TPS4).
NAINA is a participatory land pooling scheme where villagers will get 40% of the developed land of the total land they surrender to develop a city in the Raigad district. The city will consist small cities that will be hubs for agro-farming, education, trade, information technology, services, medical treatment, etc. At present, CIDCO, which is the planning authority for NAINA is executing a pilot consisting of 23 villages in the Raigad district.

Khopta New Town - (MAHA-MUMBAI)

Government has formulated Khopta New Town for part area from Panvel and Uran Tahsil of Dist Thane and Raigad respectively in the Mumbai Metropolitan Region while sanctioning its Regional Plan on 23/09/1999. Subsequently, the City and Industrial Development Corporation (CIDCO) has been appointed as Special Planning Authority (SPA) under Section 40 of the Maharashtra Regional and Town Planning Act 1966 on 13-11-2003 for this New Town.

The Town Planning Scheme (TPS) 4 in Navi Mumbai are part of the city's comprehensive urban development plan aimed at facilitating organized growth and infrastructure development. These schemes, overseen by the City and Industrial Development Corporation (CIDCO), play a crucial role in shaping the landscape and socio-economic fabric of the region. TPS 1 covers areas such as Vashi, Sanpada, and Turbhe, while TPS 4 encompasses sectors like Kharghar and Kalamboli. Pavnel Residencial Zone (R-Zone)

NAINA, short for Navi Mumbai Airport Influence Notified Area, is a significant urban planning initiative undertaken by the Maharashtra government in collaboration with the City and Industrial Development Corporation (CIDCO). The aim of NAINA is to strategically develop regions around the upcoming Navi Mumbai International Airport and ensure planned growth in its vicinity. Under the pilot project, CIDCO has planned 11 town planning schemes (TPS). Each TPS consists of three to four villages.CIDCO has proposed the development of NAINA on 372 sq. km. of land from 174 village of Thane and Raigad districts. The project is based on the principle of land consolidation.The development of 23 of these villages mentioned in the layout of the approved Interin Development Plan will be done through 11 Town Development Plans (TDP). Land owners coming under town development plans will get 40% developed plot from their original land at 2.5 FSI. CIDCO will develop roads, playground, schools, gardens, growth centers, etc.
